Cloud-9 or simply call as C-9 is a special airborne unit established by the Colter-4 Air force Unit and International Defense Force (IDF). Because all of the agent soldiers come from Africa, East Europe, and North Russia so A.T.F. Councils decided to use International Language instead of English to make communication easier when talking to each other
