This is Phase 50, and there were a lot of phases placed differently, so phase 18 was moved to 37.

Adolf Hitler was responsible for the worst genocide in human history, where he locked up, tortured, mutilated, and killed millions of people just because they were Jewish, Black, LGBT, Autistic, or some other group that he hated for no reason. That is why Hitler is worse than Satan.

Oh yeah, and earlier in the comments, I see a warlord whose empire literally became too big for him. If it weren't for that, the Khan name would be feared even to today, even Napoleon didn't capture that much territory. Though I'm also surprised literal creepypastas are so low on the list.
