Wubbzymon seems to be under the impression that the HoC picks all the Congressmen; Well that used to be the rule, but not anymore. Now Congress is appointed proportionally, and the parties appoint their congressmen as they please; Even Scar and F1Fan can back me up here. The parties pick the Congress now, not the HoC.
