Maybe we should copy Taiwan's system of keeping Covid out of their country but reform it to where it helps find porn instead. So basically, when we find a suspicious user or stream, we will consider them/it high-risk and monitor them/it. If nothing seems to happen, we can ignore them/it other than maybe some occasional checks.
