won't be a thing, ever
there's already let's go pikachu and eevee, and pikachu did not want to evolve. you can't just easily get a raichu out of nowhere you need to evolve a pikachu with a thunder stone first and pikachu didn't wanna do that in either the anime or the game. then you may question "THEN HOW DID THE ELECTRIC GYM GUY GET HIS RAICHU!!??"? well, that's kinda because the dude either forced his pikachu to evolve or it just wanted to get stronger thinking that pikachu was weaker even though ash's pikachu decided it was strong enough and decided to not evolve.
