This is what we do so far as I can tell:

Step One: Hold elections and elect leadership.
Step Two: Everyone who was not elected attacks the elected leadership to prevent them from implementing anything on their agenda.
Step Three: Complain the leadership hasn't done anything and begin campaigning for the next election.

It sounds eerily real-life.
