Ok so, first you set up a repeating command block that summons an air block at Herobrine’s location every ten seconds. That basically gives you his coords frequently. Then, you set up a command block that gives him poison 2 and nausea constantly. Finally, you set up a command block that summons a wither skeleton at his location every 5 seconds.

And if he is immortal?

/gamemode Herobrine spectator
