Surly intentionally withheld a license from eligible users while simultaneously handing out licenses to ineligible users. He was also extremely unprofessional and told people to wait for hundreds for hours whenever he was questioned. He’s clearly not fit for the job as DMV mod.

I never withheld anything from anyone. The constitution requires me to verify voters aren't alts. This can take time if they choose to act like alts or confess to being alts.
