It's radius/diameter is significantly smaller, meaning that someone on the surface is closer to the center of gravity, and since gravity is measured from the center of mass instead of the surface, it's 16.5% instead of 1.2%
Does it have to do with the atmosphere? Or lack of it like the earth has? Difference in the composition of the earth and moon? I'm sure I learned this way back when in school, you'll have to refresh my memory.

ThouMayest has the answer. the mass is much smaller than Earth's , but the distance to it's center of gravity is one fourth ours
