as a fellow Chromebook user, here's how I got past that: 1. If your admin allows it, click '+ Add Person' and add your personal google account. 2. Right-click on the link in the email verification (if there's a button to verify, right-click on that instead) and if it shows up and it isn't grayed out, choose 'Open in Incognito window'. the message telling you that it's restricted should be gone because most admin stuff doesn't work in Incognito tabs or windows

update: If it doesn't work and the message is still there, then idk.
