False. The vessels are the ones to be reused, but the souls go to our world in purgatory at any Mojang Plushie factory, the soul will be placed inside the correct plushie that matches the soul that died, thus, a new soul is created every time.

I don't think they put souls in dolls.

No, the dolls are not able to move, but they still can look around, they rely on YOU to move them from time to time.
