Wind chills usually are the reason for that. If it is 10 degrees outside let’s say, but there is wind, it might feel like 0 degrees because the wind makes it feel colder than it actually is. It’s like a fan in the summer time, it makes everything cooler, so if you are outside in the cold and there is wind, the wind will make it colder than it actually is. Hope that explained it.

That's cause of wind (and maybe humidity, I'm not sure)
So we'd know what a temperature feels like by being somewhere that has now wind
