The trooper brothers and the newly appointed IPPD are only to be operated under my command. We cannot serve as a permanent military unless i am in a higher rank of authority, if in trouble we will deeply consider helping but it will no longer be our first priority.

Well does that higher rank of authority have to be Secretary of Defence? What about another Cabinet position?
