Rule is every active user with an ID can vote. And to get an ID you need to have submitted an application form and posted on IMGFLIP_PRESIDENTS at least once. I'm pretty sure BeHapp, Strangmeme, and mineturtle are inactive, and Cam_Man might be as well. However, JacobJune doesn't have a license despite being active (his latest meme: https://imgflip.com/i/5zbq0j), submitting an application (https://imgflip.com/i/5yz14c) and posting on IMGFLIP_PRESIDENTS (https://imgflip.com/i/5ymt35). Yet despite being completely eligible he doesn't have an ID. Buford and Confusion also told me they submitted application forms on the DMV stream but I don't have actual proof since I don't mod that stream so I can only take their word for it. Buford and Confusion have also posted on IMGFLIP_PRESIDENTS before and they're both active so if they really have submitted forms then they both deserve to get an ID.
