what is head of congress

well senate and congress kinda have the same jobs which is to make laws and stuff but the president can veto these laws and all that

but the head congress propose a law if the majority votes yes it will go to the senate and if they vote to either not pass the law they can but the president can veto this if the president decides to do so but if they do pass the law it goes to the president and the president will officially make the bill a law and is added to the law

basically the congress is just 1 lvl below senate
