He's a rickshaw driver. Rickshaw are like Taxi in India but on a little lower level. Those are three wheeled small vehicle best to drop off passengers in congested areas. Rickshaw drivers are not as rich and forwarded as many other people. But as shown in this image, the rickshaw driver has a paper clipped in his rickshaw saying that they accept cryptocurrency, which is one of the most advanced thing in this world.

That's too much even for a rickshaw driver. Rickshaw drivers don't go any further than 10 kms (6 miles). And dropping off a passenger at a distance of 10 kms would cost than at most 200 rupees. That's 2.6 USD
