This meme has many variations and among them there are most that go "Using the Drake Format" compared to "Using the X format because of Y". This post is meant to be satire and ironic by leading the user to believe they understand the content of the 2nd panel, only to swerve the topic into poisoning the local water supply, which is funny because it is unexpected and a crime.
