If the police cannot be reformed, leave them as specialty units tasked with criminal security and leave the mental health cases to qualified experts who can handle such situations without resorting to excessive force as Police are known to do.

So we don't want to fund the police for dealing with these issues. To actually re-train our police to be more capable of handling these issues would be far more expensive and time consuming than just hiring new people who are specialized in this issue.
