Well, first of all, I don't think abusing stream ownership violates the TOS so they'll call that 'little-kid business' and leave you on read.

Second of all, imgflip.com/request_removal - Supposedly only for memes and GIFs, but can also be used to report users and streams.

It's not supposed to. The TOS is supposed to make sure users don't do things that violate the law or anything that can get Imgflip sued, extensively warned, record-keeped, or banned from the Internet/
