but right now it can't have more than 10, and there are a few dead streams I'd like to get rid of that are just above that threshold
and I can't get rid of my ownership either

Maybe you could request a stream deletion like you flag images, and if community/global mods determine it’s not for trolling purposes they will accept the request and nuke the steam.

What I do is disapprove as many posts as I can, post an image about the stream getting shut down, and then disabling posts.
