However it could sometimes make a drawing better.

I also can't draw and I know for a fact that the only way to get "good" or "better" is to keep practicing, and not use photoshop and say "Oh because I use photoshop I'm so good." Just saying.

The thing about programs like photoshop is that it can make drawing better OR it can enable someone entry into graphic design.
