They have a whole habitat suited to their type and personality, which is why there are some poke balls made for different types, If the Pokémon likes the habitat, they stay in the ball, if they don’t, they leave the ball. And legendary and mythical Pokémon are pickier than normal ones, which is why they’re harder to catch.

What I think is that maybe it will become a habitat of whatever the heck the type of Pokemon is in the ball. One example is a fire type being in a volcano area or something, or maybe it follows the thoughts of the Pokemon. So if a Regirock thinks of candy, there's gonna be a TON of candy floating around. Who knows? could be true.
