Odd, normally when they move equipment that is considered a WMD by the goverment or by tests, they document where they moved it, and standard proceedure requires WMDs to be moved to remote locations, or places without a lot of population, like dunes and deserts, often far out in seas or even islands. Meaning that this was a staged event, someone who was a spy for the theif must've convinced the others to move it to highly populated area to kill them off, so, it was a staged crime.
