But what freedom will there be if there is no one to set free? This question is really a trick question, because the same thing happens. Death of everybody. Someone will get upset, and a mass rebellion will happen.

Nope. If people weren't able to express themselves, rebellion across the country will happen long before the government can rethink their thoughts. The people, who will have been treated like mindless working machines, will now become mindless killing machines, and will begin a grand massacre of their own country.
