It could be done by green screening real actors and adding in anime over top of it. But it would be fairly expensive. So it won't get done.

It would loose money. Roger rabbit was a huge success, but it cost a ton to produce. Put an nc17 rating on it and it can't turn a profit.

Theaters in many countries wouldn't show it. Streaming services wouldn't pay for it, etcetera.
Even today, movies are cut down to ensure an "R" rating in the USA, so theaters will screen em. Rob Zombie always has to cut 5 minutes of sex and blood out of his horror films before he can release em.

Look at the b-horror movie "evil toons." Cartoon / live action is tough to sell.
