That's a stupid idea to be honest.
Like what if there was something REALLY offensive, racist, harassment, etc., and the user can't do anything about it to report to the mods because they won't be able to flag the comment.

You're idea is a recipe for disaster.

People are currently abusing flags for memes and comments to harass mods and spam them. If there is something that offensive then you could give it to a sitewide mod
