no he didn't. if he did, other nations around the world wouldn't have as big of shortage as they are having. however, americans DO import more than other nations because conservatives caused outsourcing :)

He didn't do reshoring legislation. But he did implement policies that would incentiviize companies to move their production back to the U.S. (such as lowering the corporate tax rate).
