A while ago he was crying to everyone who would listen how Richard's IRA jokes where hurting his feelings because he was afraid of the IRA IRL.
Of course that would mean he had to live in Northern Ireland. So anyway [somebody] revealed where original WN used to live and suddenly Incognito guy is telling F1 and the rest of his crew that's he's from "America."
So we keep the joke going to remind everyone what a wonderful, honest human Incognito being has always been.
