Take the bill to the supreme court. Bills that change the structure of Government by removing basic free speech rights are subject to judicial review.
Contrary to what the good king thinks, you can't pass bills that remove basic freedoms even if you have a 2/3 majority.
If 2/3 of the rubber stamp Congress decide to ban all girls from the stream because Incognito thinks only men should participate in government, the law would still be thrown out by the supreme court, as laws cannot be used to remove basic freedoms.
