i kinda agree but usually its their governments or party with power that determines how the the country is funded which usually leaves many districts or portions of a country to be stricken with poverty

It's usually the government that buys weapons and suppresses the people and fights wars. But that doesn't change your point, since the governments of those countries will steal the relief aid and use it for weapons to suppress the people and fight wars. :-(

If they don't spend money on guns and bombs, they can't fight back and then they die, and then buying food is useless.
