It would be equal ground, sasuke has more experience but todorok has 2 abilities and could suprise sasuke, also the attack todoroki used on gang orca is comparable to sasukes special moves
That’s ITACHI NOT SASUKE! Plus Itachi would put todoroki in a mangekyou sharingan genjutsu. Todoroki would not be able to break out of it and be crushed!
First of all Deku basically chose to lose by forcing todoroki to use his fathers hell flame. And deku didn’t know how to use chute style or black whip or even full cowling. And second of all being trapped in a hell where all fundamentals of time are lost until awoken is not something you can “use ice on”. That’s the whole reason that his genjutsu are so powerful. If your trapped for a second it can last in your mind three years. Plus todoroki can’t break out of it because he has no teammate in the U.A. High tournament.
