Here’s my reformation idea!

Congress expands to 20 seats: 12 elected by the President, Vice President and Head of Congress, 4 appointed automatically based on election results and 4 senators (only exception to the ban on Congressmen being senators and vice versa) elected by the Head of Senate.
The Senate will consist of 15 members, 4 of which will also be elected into Congress by the Head of Senate.
The Senate shall have members from these streams:
Conservatives (alternative to Politics)
PoliticsTOO
LGBTQ
AnimePolice/Anime_Girls_Army
Anti_Anime_Memes
Crusader_Stream
Everyones_A_Mod
MS_Memers_Group
PPolice
The other 6 streams are optional choices. The HoS and President shall get 2 picks while the HoC and Vice shall get 1 pick on the optional.

Senators must be:
An Active Stream Member
Not in Congress (exceptions apply)
Minimum of 3 posts

Congressmen must be:
An active stream member
Not in Senate (exceptions apply)
Minimum of 5 posts

And the other part is that rubber stamp congresses are banned under my regime, with every party only allowed 3 members.
