Comes down to intent...most times, but if you say voter ID is racist because black people can't get Id's to vote, even though the law is specific to everyone, then it makes no sense to require a vaxport for everyone, even though it affects some more than others. So, the other side can't have it both ways either. You can't say voter Id is racist while also claiming vaxports are not racist. We come at it from a different context than white people, having been the subject of government experiments before under the evil guise of good intentions. It's hard to get a community to let go of that, even if it seems irrelevant nowadays. Bad thing is alot of people who didn't even know about those are hangin on to it now as a justification for not getting vaccinated.
