I'd suggest flipaclip for animation. It's free, but you need to pay 5 dollars to remove the watermark and unlock extra, more advanced features.

I tried that, it's not exactly what I'm looking for. But it's still a neat app

I just use pixel art and make the canvas so big it's hard to see the pixels and them I make and animate (I don't paper sketch but I'm pretty sure you trace it from the paper sketch you already did if it's to difficult going back and forth take a pic of the paper sketch the tracing tool )
