Cause I didn't want the same people holding power the entire time lol, can't remember if I originally made it once or twice in a year, but OlympianProduct's proposed constitution is no more than twice in a year (12 month period).
I believe that IncognitoGuy's second constitution in under a month got rid of that completely, cause ya know, he didn't do the job right the first time, and now he wants his crew to be able to run again. Cause uh, he's power hungry. Which is why I put the rule there in the first place.......

This is true, (although Del would be eligible this race, and puppylover last race), and OlympianProduct's version of the constitution limits it to no more than 2 times in the same year, which I think is good
