I don't get it. I thought the Senate was gonna have people from other streams?

It is, just people that are connected to the stream.

The official government says Congress is made up of 100 senators and 435 House of Representatives members. However, we don’t have a House of Representatives. So, my proposal is that the Senate has 5 members and regular Congressmen make up the other 15 of the 20 seats.
