fun fact: kids could get away with shoplifting, if they get caught the worst that would happen is a butt whooping & getting kicked out of the shop, now they are arresting kid's for it!

Probably depends on location - every place is different. For adults it seems that the system of 'justice' only applies to regular people, while wealthy famous and politicians get away with it.
