Strangmeme created the Congress and put forth the expectations that a president should fulfill, that no president yet has matched. Wubbzy took credit for banning WN which was actually done by yours truly ;). The choice is clear who the better leader is.

Strangmeme made Congress. Without Congress, this stream couldn't function

But after Strangmeme left office Congress basically died. Wubbzy helped make it active again. Plus Wubbzy was active throughout both his two terms, but the second half of Strangmeme's only term was a lot more quiet. They were both great and you can make a case for either one of them being #1, but in my opinion Wubbzy is the best and I'm not alone in thinking that either.

Without Strangmeme, there wouldn't be a congress for Wubbzy to revive.

Indeed, and that's why he's #2, but I rank Wubbzy higher because he not only revived Congress but also beat White Nat, was the first President to ever be reelected, was consistently active throughout both of his two terms, was the first to ever have a Cabinet, and held the first ever State of the Union.

Alright. That's fair. Wubbzy did definitely strengthen IP and make it fun.
