Usually, a global or a community mod tells you to improve your behavior (after lots of comment timers and loads of TOS violations) privately or publicly or face deletion. Some serial trolls are deleted on the spot, due to unchanging behavior(death threats, harassment, etc..), however, I'm sure there are expectations to the rule, but that's what they generally go by.
