IMO that’s when it started to really go down hill. I consider the first two seasons the early days when the show was still developing and figuring itself out. Seasons 3 through 8 were the glory days. Seasons 9 through 12 were the declining years when the show was still decent but not at its peak anymore. And after that everything except the Simpsons movie is terrible.
