A while back there were some Imgflip functions that were changed for the anonymous settings that can be selected by an image owner, also for what is displayed to Stream Owners/Stream Moderators.
There is some important info here:

If any anonymous images appear to be against the Terms of Use, Stream Owners and Stream Moderators are able to disapprove those, other options are contacting a sitewide Moderator for a second opinion or by using
imgflip.com/request_removal for users who may be abusing Imgflip via the anonymous settings.
