If all owners of a stream delete their accounts, any moderator that has been active on the stream for the past 60 days will be allowed to claim the stream and become the owner. If in the case that all the mods delete too or are inactive, then it's best to report the stream to site mods as they will delete it. Frees up server space :p

Mods are able to take over, however if there is no mod site wide mods can appoint new ones
