It is a surprise when a Shogun-based character cannot cook. How the heck can she make food within the Bakufu?

This is a meme based on a character from Genshin Impact. It's very specific, and if you don't know Raiden Shogun from Genshin Impact, it may be difficult to understand the humor in the meme.

I know Raiden Shogun. I expect her to be of a motherly figure to the whole Inazuma Bakufu, or in short, a Toriel-like character. It is a surprise that she can't cook, unlike Toriel. To me, all characters in purple clothing are supposed to be like Toriel in both abilities and personalities.
