Entry 1: The spots and patterns of colors on it's body are never the same for any of this species. They also seem to shift as the Pokemon moves.
Entry 2: The bond between this Pokemon and it's trainer is so tight, it sometimes depletes the gravity in the room out of happiness, making the "Love makes me feel like I'm flying" quote literal.

How to evolve it: A cosmic orb, max friendship, leveled up in a space observatory.

Instead of making a brand new type you could make it a ghost type, and you could say it was a black hole that exploded and the ghost of the blackhold possessed a near bye galaxy.
