If Goldwater voted for bills that he voted against. He would have been President and might have concluded that expanding Vietnam War would of not have been worth it and would have pursued a peace agreement with Ho Chi Minh.

Barry Goldwater lost more states. When he lost he didn't hire lawyers to file lawsuits. He accepted he lost. Trump can't admit much of his policies caused him to lose and still to this day he doesn't admit he lost. Barry Goldwater was even a General in the Air Force Reserves. I believe if history was different he would have been President and might have reexamined the Gulf of Tonkin situation and easily told the American people Radar error was the reason and the bombing would have ended.

The elections in 64 and 68 were fair. The elections in 64 and 68 weren't conducted using digital machines, wide-spread mailings, vote -harvesting, etc.

The poll watchers and the election judges weren't suspect.

And the MEDIA wasn't hyper-partisan and were still a mostly trusted institution.

Your comparison stinks.

No, the President doesn't "set rules".

The Constitution calls for the individual State Legislatures to set the rules for the elections in their respective States.
