This might not be completely accurate, but my understanding of the horse handsign, it is usually used in combination to dispel illusion attacks or spawn fire attacks. Since Aaang doesn't use illusion attacks (genjutsu) it wouldn't be much help there. Also Aang can bend fire so if Naruto (or in this case more likely Sasuke since Sasuke would usually be the one to launch a fire attack) It could be turned back against them. Also Airbending seems to be great defense against fire attacks.

I believe raseangan is an air attack, Aang can bend air so, if Naruto used that attack on Aang it could be turned back against him. I think if Naruto wanted to take out Aang, He would have to use an attack that wasn't elemental.
