FDR doesn't belong in A tier... Look up Shenandoah National Park history... He stole the land from the mountain people to make a vacation spots/national park for rich DC people. He was also a racist. So maybe E tier.

Maybe more of a B tier. Yes he wasn't the best President, but he wasn't the worst either. I'd give him a B, A or a C

Also he instituted Japanese Internment Camps in WW2... 2/3 of those interred were natural born citizens.

Honestly, I was stuck with an A or B for FDR. Because of those reasons. He was a decent President, which is why he got the A
