He's been gone for 4 days. If the President or Head of Congress is away for over 3 days then whoever is next in the line of succession temporarily fills in until he/she returns. Secretary of State is the most senior cabinet position and one place behind HOC, so I'll take up mine_turtle's duties until he gets back, which will hopefully be soon. And if Wubbzymon is ever inactive, then Vice President PR1CE. will be acting President during that period. But if the Vice President or any other unelected position like Secretary of State is ever inactive, the President can just appoint a new one himself.
