From what I could find, that law is a CDC requirement country wide where the DOCTOR submits a form that is basically a death certificate. It is confidential information that can not be attained by the public, much like other information obtained by CDC like flu cases, or most recently covid cases and deaths. Not in violation of HIPAA. Unless there's a different one you would like to source?
