(If you want to have another position, you most have gone through Public Relations or Officer in order to get to the commander.
If you want to be an Officer or Public Relations, you must have: at least 5000 points
If you want to be a Commander, you have to be an Officer or Public Relations, you must have 10000 points, and must be active in The-Russian-Elmo
